Prime Minister Benjamin Netanyahu is set to address the annual American Israel Public Affairs Committee policy conference on Monday, a day before he'll deliver a contentious speech to Congress that's strained his relationship with President Barack Obama and raised questions about the future of the U.S.-Israeli relationship.
