Putin honors murder suspect

Russian President Vladimir Putin awarded medals Monday to Chechen leader Ramzan Kadyrov and to Andrei Lugovoi, the suspect in the murder of former Russian security agent Alexander Litvinenko, among more than 30 other honorees.
